Granted, outside of the new jumbo-tron, BFL has gone a while without any major renovations. Granted, I'm biased, but 18 seems way too low for a stadium once considered one of the best in all of pro sports.

It doesn't appear to be an arena ranking as much as an overall fan experience ranking including the average attendance.
I'll tell you this much if it was meant to be an arena ranking. No way should the Pepsi Center, Chesapeake Energy Arena, New Orleans Arena or US Airways Center be ahead of Banker's Life. And Air Canada Centre is way nicer than 25th.

I've been to a number of arenas over the years as im a sports junky, and i think 18th is way too low. From team shop (every player has jersey for sale, not same in each market), to entrance, to the hallways to the arena it self. The practice court in the back with a view from the sidewalk. Bankers Life Fieldhouse is one of the better arenas i've ever been to. It should also be noted, Pacers are the only team of importance to play there, some other arenas share multiple major teams (NBA and NHL) and thus have a bit more money flow, which i think should also be considered.

They are also taking into account the area. Outsiders aren't particularly attracted to Indianapolis. It's a little bit of prejudice and a little bit of other cities being better places for an outsider. Indy is nice, but it's not a destination spot like LA or NYC or Miami.
In terms of the fieldhouse itself, it's objectively much better than middle of the road. This is just one source, one opinion.

Factors we include are food and beverage in the arena, overall atmosphere, the neighborhood,the fans, access (which includes parking, traffic, restrooms, and concourses), return on investment, and an "extras" category for any unique or bonus points
