As you are all rather knowledgeable people I was wondering if you could help me answer something.
I never really understood the 'international rights' of overseas players. We hold the rights to Stanko Barac who is obviously never going to play for the Pacers. Apparently the rights were acquired with the 39th pick in 2007, now I understand that in the draft you don't have to sign the draftee which is presumably why he never was officially on the books. So how come we have the rights? Is that like a second option post-draft? sign/not sign: retain rights/not retain rights?

there is a special rule for players under contract in Europe that keeps the rights from expiring.

Ah right, so there are no financial considerations related to that? ie. he doesn't get paid some fee for having been drafted?

no, any fee would be part of a contract and he never signed a contract with the Pacers. normally draft rights expire if you don't sign a contract by the next draft, but there is an exception for players playing in Europe ... or maybe it is anywhere outside of the US. it isn't just for European players though. for example, Antonio Davis was drafted by the Pacers and spent two or three years in Europe before signing here.

If he wants to sign in the NBA, it would have to be with us, until we trade or renounce his rights. No real fees or costs. No cap holds for us either.
