Agness is conflating two very different things.
The Pacers applied for a disabled player exception. This would allow Indy to sign or trade for a player with only 1 year under contract remaining for up to half of what Sumner makes this year. This would have limited benefit because it is less than what a vet minimum contract would allow. However, Sumner would still be on the roster, and still count against the 15 player limit on the active (non 2-way) roster.
What Scott is describing is a different thing altogether, a “Hardship Exception”. A team can apply for this when they have had 4 players concurrently miss 3* or more games, while also being expected to miss at least 2 or more weeks. They cannot apply for this before 5 games in the regular season have been played, by nature of the rule. This is what would allow a team to sign a 16th, or extra, player.
But these are two entirely different things, and it appears that Scott confused the two.
*Edit - requires missing 3 or more games, while also being expected to miss 2 or more weeks going forward, not 5 games.
