NBA Lottery Question

If New Jersey wins tomorrow, and the Pacers and Bobcats lose there will be a four-way tie with four teams ending up with a 35-47 record. According to the lottery rules, if there is a tie then the combinations are averaged and each team will receive the same chance at getting the number one pick. So even if we finish with the 13th seed in the lottery we should be given the same chance at the #1 pick as the 10th seed. Is this correct or are head-to-head match-ups considered as well? PLEASE EXPLAIN!!!

No...the chances will be averaged.

In effect, all will have the same chances as the 11.5th pick. (10+11+12+13=46/4=11.5)

Well, after you get to 10, you have to take one of your shoes off.

I believe then it will go to a series of coin flips... not sure if it will be like a tourney type setting, but we will certainly end up with the worst pick of the scenario...
