Raiders decided not to match:

I'll be sorry to see Carr go, but I guess the secondary is firm enough with a franchised Nnamdi and newcomers DeAngelo Hall and Gibril Wilson.
Who's gonna return punts and kicks though? I was less than impressed with anyone other than Carr they put out there.

With the Raiders declining to match an offer sheet for return specialist/defensive back Chris Carr, the Raiders will be watching the waiver wire and looking closely at draft picks with that skill.
The most exciting option for punt returns, cornerback DeAngelo Hall, is already on the roster.
Hall has an interest in both returns and occasionally playing on offense, something the Raiders went through once before with Charles Woodson.

Dude scared me everytime he got ready to return a kick. I kept thinking he'd fumble it.
Yes the dude really sucked and we need somebody who will return kicks with more speed and smartz
