His contract had injury guarantees and he wasn't going to pass a physical by it's April 1st deadline so they were pretty much stuck with having to pick it up.

My guess is they'll just give him the ole RGIII treatment and healthy scratch him this season and see if they can get anything for him in a trade in the offseason.
