Pass. He's a terrible fit in Shanahan's system. Quick recognition and accuracy are arguably the most important elements for a QB, and those are two areas where Newton struggles.

"Quick recognition" or 1-read quick passing game
I'll give you that Grapps is far more accurate than Cam, but what a healthy Cam offers to the already impossible to stop run game is why I'm bringing him up. We probably win a SB, if Shanny sticks to the run game. The lack of confidence is Cam's accuracy would probably have Shanny manage games differently in the 4th quarter.

Believe it or not, the 49ers had one of the worst redzone offenses in the NFL. We're talking about if it's worth 16mil for a redzone package that we can depend on to put the ball in the endzone. Where else in 2020 can money be better spent? (Note: Did not consider cap here)

This seems pretty misleading. The Niners were 20th out of 32 teams in red zone scoring percentage (TD's only), putting them near the bottom of the middle tier but not near the bottom of the lowest tier/league. Then you look at the context: playing without Sanders for more than half the season and with Kittle also missing a few games, the Niners improved from 41% in 2018 (largely without Jimmy G) to 55% in 2019. Outside of Tennessee, who led the NFL with 77%, no other team that had a bigger improvement from 2018 to 2019 than the Niners. And note that Carolina actually declined from 62% to 58% from 2018 to 2019.

Context matters.
Looking at the Panthers in 2019 doesn't have much meaning, as Newton didn't play. Though the fact that they were at 58% with him in 2018 certainly does have relevance. That is only marginally better than the Niners last year. In a new, complex system, likely with a limited offseason, I wouldn't expect our offense to improve with him at the helm.
In terms of context for the Niners last year, you're right about Sanders joining the team well into the season, of course. In fact, our two best wide receivers at the end of the year had no impact early as Samuel was still finding his footing. As a result, and possibly also due to Garoppolo gaining confidence as the year progressed, the red zone offense improved pretty dramatically as the season went on. After week one, their TD conversion % was 0. After a dominant win in week two, they vaulted to 37.5%. They basically slowly creeped up from that point (42.8% the following two week, then 45.5%). The Redskins **** in the mud dropped then back down to about 38%. At the midpoint in the season, they Niners were at 45% despite playing the easy part of their schedule. Over the back half of the schedule and the playoffs, they rose to 55%. It would appear that the offense was much more successful later in the year, even with two blowout wins in the playoffs in which they were content to settle for FGs late.
I'm not going to say the red zone offense couldn't stand to improve. It certainly could. But calling it one of the worst in the league is a misrepresentation IMO.
