The only PGs I can think of that are (or might be) worth your offer are:
1. Curry (FA)
2. Westbrook
3. Harden
4. Paul (FA)
5. Lillard
6. Conley
7. Wall
Curry and Paul would have to agree to leave tens of millions of dollars on the table to leave their current teams to join the Lakers. Not going to happen. None of the other teams involved would agree to the trade. Even if one of them did, the only one that frees up additional cap space is Wall and that assumes that WAS has the room to absorb the cap space. As all of the others make the same as Deng and Clarkson combined.
As for your 2nd trade:
If the 28th pick is the cost of getting rid of Mozgov, why trade Randle? If Randle is the cost of getting rid of him, why would another team trade an "impact PF" for the 28th pick?
I like that list of PGs, except Lillard who plays no defense. Either one beats a no-pass Clarkson and a rookie.
As for number 28, they would not give up an impact PF for that pick. For the record, I don't want to part with Randle. I think he'll be a triple double machine next year. But if we want to get rid of Moz to free up cap space for an expiring impact big that can elevate our winning percentage and help us attract FAs next summer, I'd entertain all serious offers. GMs know very well that Randle is a beast about to be unleashed.
I don't think you understand my points. Bottom line, neither of those trades is realistic.
Okay. Cool story.
