I thought there was an NBA rule where you have to have at the very least your first or your second pick, you could not trade both of the same year. I think our 2019 second round pick goes to Orlando Am I wrong?

I dont think there is a rule on losing both your first and second rounder in any given year. There is a rule where you cannot trade away consecutive year FIRST rounders. Therefore, if the Lakers want to trade away their next first rounder, the earliest year they can trade is the 2020 pick since the 2018 is going to either Philly or Boston.
As for the Orlando's pick, the Lakers give them both 2018 and 2019 second rounder.
