My understanding is this is a travel. He establishes a pivot, lifts that pivot, and shoots of the other foot.

His left foot stays down all the way until he steps back with his right foot to shoot. Nothing illegal about excellent footwork.

His left foot was in the air when the ball left his hands = good

If his left foot hits the floor before the ball leaves his hands = travel
