You let pharmaceutical companies sell dozens of drugs with harmful sides with no more than a warning label on them, cigarettes come with statutory warnings and cheeseburgers and donuts without a warning for obesity.
If you just legalize weed and coke and subsidize the hell out of it, you could fill your coffers more happily and probably fewer people die of overdosage, gang violence and other miscellaneous crap that comes with criminalizing addiction.
