silly question

since ron artest changed his name to metta world peace, will the announcer say-
"At small forward, from St. John's University, number 15...Metta World Peace"?
or simply ron artest?

well thats his official new name, everybody calls Chad Ochocinco now.

**** that. At least Ochocinco rolls off the tongue. He's still Ron IMO.

No he's not, several guys have changed their names in sports. It was a personal decision by Ron to do that...has absolutely nothing to do with how the Lakers are perceived.
And to answer the question, yes the PA announcer will recognize his new name and call as such in announcements during the game. It's not like Ron just pulled this name out of a bag, he gave some though to the first name which actually has a meaning.

kinda hard to pronounce "World Peace".

but yeah the PA will acknowledge that. and I think fans will roar once Ron, er, Metta is introduced.

Having had my name legally changed a few years back, it's pretty concrete.
New social security card, new license, every one of your identification cards, credit cards change. You pay for an application fee, appear in front of a judge to verify that you're not changing your name for fraudulent reasons. It's a pretty messy process, honestly.
