Contraction DRAFT: Min, Sac & Indy on Bridge of $$$ Collapse

If the Wolves, Kings and Pacers really are "on the verge of financial collapse" as is being reported, why doesn't the NBA offer to buy out those teams and then contract the league?
Their would be more bri to go around if the league only had 27 instead of 30 teams which may make hard-line idiot owners like MJ soften their stance and ride with Stern's proposed deal as well.
Contraction would seem to be a win for the owners and players, a real no-brainer.
You'd have around 30-40 players or so in a contraction draft whereby the worst team from last season would have the first shot at (1) player off these 3 teams that is not a free agent, and so on.
If such were to happen, how would you see a contraction draft unfolding ... I see it as follows:
Cavs: Derrick Williams
Raptors: Demarcus Cousins
Wizards: Kevin Love
Nets: Danny Granger
Pistons: Tyreke Evans
Clippers: Ricky Rubio
Bobcats: Roy Hibbert
Bucks: Jimmer Ferdette

76'ers: Nikola Pekovic
Knicks: Jason Thompson
Rockets: George Hill
Hawks: JJ Hickson
