I wouldn't be to worried about this. Usually deals like this have team options, even if more than 2 years. It's probably similar to Chandler Parsons deal at most.
According to this, he just got the regular minimum deal that 2nd round picks/undrafted get.

Harris played in five games for the Lakers' summer league squad in Las Vegas, averaging 10.2 points on 44.7% shooting.
Harris will make $490,180 in the first year of his deal, although only an undisclosed amount is guaranteed. His second year is at $816,482 and that is believed to be non-guaranteed.
The Lakers are also expected to sign rookie forward Ryan Kelly, taken with the 48th pick in the 2013 NBA draft. With Harris and Kelly, the team will hit the league minimum of 13 players under contract.

OP, who do you expect them to sign? I'd rather this than the end of the bench Joe Smith kind of crap we had in the past.

These are looking more like Tank moves to me. I feel like the Lakers are building a team that could go either way- if they stumble out of the gate and struggle with injuries and what-not then they will have a bunch of young players on cheap contracts to play.
However, these moves are also low-risk and high-reward type of moves. Signing young players at the end of the bench is much better than signing old scrubs to rot there- might as well try to find that diamond in the rough.

Probably waiting for him to heal first, but it seems like they expect to sign him eventually.
