There is absolutely zero chance of that happening, and it's not even a good idea when you have one franchise without an owner, plus others looking for additional investors.

I agree. But you wanted a way to solve playoff inequality. There you go.

Another way would be to take the two division champs from the East and the two from the West, then most points for the remaining six regardless of division. But I think creating divisional rounds in the playoffs would be even more emphasis and importance in division games during the season, creating more intrigue and interest throughout the year, something the NBA doesn't have.
