so its actually 6 keepers and 1 rookie - cause if you dont have a rookie, you can just have an extra pick at the end of the draft to fill your spot.

is that what you mean?

Yes. As written it looks like you must keep 6 players and have the option of keeping a 7th provided he's a rookie.
