I am going to go out on a limb and say that I actually really, really like this deal.
PF has become, IMO, the hardest position to fill in the NBA. It's extremely difficult to find someone who can handle the responsibilities of that role across the board. In any given matchup, and sometimes all within the same game, that spot can be asked to be competent at:
1) Spot up shooting
2) Switching onto perimeter ball handlers
3) Secondary rim protection
4) Handle switches into the post
5) Competent ball handling/passing/playmaking on offense
Most teams struggle to find someone here that can play all matchups across the board. Patrick Williams is one of those guys. That position, more so than any other, is tough to find a guy to pencil in full time. This is like 5th starter money and a capable 5th starter at that position is very much worth it, IMO.

It feels a little bit like a Jonathan Isaac deal, where you pay an oft-injured young guy who has shown some flashes a bunch of money in hopes he'll get healthy and become consistent.
I personally don't like these types of deals. If anything, do a 2 year deal with a third year team option. If he stays hurt and hovers around that 10/4 mark like he has, then you move on without it hurting you long term. Maybe he has some team option in his contract, let's see.
