Butler is old.
No interest from the Rockets unless they get him really cheap, and Miami is better off just keeping him at that point.

This would imply Butler is only a first short in value from netting a franchise player himself, which at 35 and his contract is tough to see.

Eh, I think Miami is a threat to get a star until proven otherwise. NBA players love Miami, and Herro and Bam are solid enough 2nd and 3rd guys if you're a star wing or guard.
My vague guess for a Butler trade is Golden State, for Wiggins, Kuminga, Melton and 2nds. Golden State doesn't have to overpay Kuminga and tries to sneak one last title. Miami plugs Kuminga into Butler's role and hopes he develops into 90% the same player, and looks for an eventual multiple picks + Rozier's expiring + Jacquez/Jovic for an upgrade at guard to join a decent 2-4 of Herro-Kuminga-Wiggins-Bam and an MLE PG-Robinson-Higsmith-Jacquez/Jovic-Ware bench that should be pretty good.
It's hard to find a team other than Golden State who really makes sense for Butler and has the contracts to make it work, and their low FT rate would be better at least.
