I'm not good at all at this. Can this be done by NBA rules ?
If so, Kings would look something like this:

C: D. Sabonis, J. Valanciunas,

Not quite. Valanciunas and Bey combine to make $16.34m. While that would fit inside of the Huerter TPE they just created, Sacramento is only $14.37m shy of the hard cap at the 1st Apron, so Sacramento would have to send out a contract of at least $1.968m just to stay under that hard cap as a legal trade. More if they wish to stay under the luxury tax line.

Yup! That’d make it legal. The question is if Sacramento would be willing to pay the luxury tax, as they’d have to send out more than that to get under.

We have other salary still that is expiring (Lyles, Len, all the small contracts) that can be used to make a direct deal work. Val isn’t going to cost that many seconds. Probably two. Adding the others for Bey is a bit of a reach because he’s hurt and has never yet shown consistency. I’d prefer if we are going for Val to absorb him directly into the lesser exception that we already have and stay below tax line then see what else we might do.
But then we actually NEED a PF that fits so I doubt we go get Val at this point.

That and it doesn't help the Wiz much; we have a surplus of 2nds. If the Wiz were willing to give up JV for 2 seconds while taking back useless salary, considering the year he's having he'd probably be gone.
