Sorry, but that's a poor answer on so many levels. First, it's a very bad allocation of resources. Unless we're talking about a super deep draft, it's rare that you find 5 worthwhile targets in a single class, it's much more likely you'll find 2/3 guys you like this year and a similar amount the next. Then, it's extremely dificult to develop as many rookies at once, there's so many coaches and playing time to go around, and rookies need a proper environment to develop. Plus rookies need time to figure things out, if you keep drafting an inordinate amount of players, you'll run out of roster space in a couple of years and by then you'll have to make tough decisions before having enough information to properly evaluate them. Bottom line you can't keep drafting 5 players every year, and it's extremely dumb to draft 5 players this year, and a single one the next. Teams aren't stupid, you can't expect them to fall for this very naive argument.
