I think the problem here is that Charlotte is exactly the kind of team that should be giving Smith an opportunity to prove himself, since they invested a 1st round pick in him and they're not trying to win now. So what does it say that they're looking to dump him after year two? If they don't think he's even worth a roster spot, why should some other team give up assets for him?
Are they looking to dump him? Or is the OP just curious about his value.

Yeah fair I was just going along with the OP's assumption that Charlotte is looking to move him to clear a roster spot. If that's not the case there's no reason to dump him.
