Vuc isn't good enough to be a #1 option and carry a team to the playoffs (let alone a championship).
So let's say you bring in a legit star and #1 option to take over that role. What happens to Vuc? Does he just become a #2 option? Would a LeBron/Vuc, Durant/Vuc or Curry/Vuc combo win you a 'ship? It's doubtful.
So you bring in another scorer, either to replace Vuc as the #2 option, or to supplement him.
Maybe after you've got LeBron/Kyrie/Vuc or whatever combo you want to build, you've finally got enough firepower to get to the finals. But where's the defense coming from?
The right PF to compliment Vuc are unicorns like Porzingis.
So after all that you've gotta ask yourself, is a #3 option scorer worth pursuing a unicorn PF or sacrificing post defense? Hell no.
That's why his value is so low.

Your C primarily needs to protect the rim. Other skills are a bonus.
I wouldn't pay a C who doesn't protect the rim more than 5 -8m, even under the new cap as it hinders your roster badly to be relying on such a guy playing big minutes.
