And, Cleveland is $22m over that second apron that prevents them from aggregating, which is a LARGE drop to make midseason. Especially while maintaining the minimum roster sizes.
Boston is the only team with a TPE big enough for Allen.
Brooklyn, Washington and Utah are the only teams which could absorb 20 Million in salary and not go into the tax.
The deal presented by Zimpy27 is essentially impossible. Fun thought exercise for about 3 minutes

Allen to Boston into TPE
Simons to Chicago
Giannis, Thanassis, Phillips to Cleveland
Garland, Hunter to Milwaukee
Collins to Utah into TPE Works
Works in Spotrac. Cavs and Bucks are the core of the deal. Celtics cut salary, create a new larger TPE with a later expiration date, and should be willing to spend the multiple FRPs necessary to upgrade from Simons to Allen. Bulls get added scoring on an expiring. Jazz would require a good FRP to absorb Collins' $18MM.
