Yeah, encourage the teams not to match, then immediately report back to the team once the contract is matched. Very different situation. Your example was what I was talking about how even if a player is unhappy or asking a team not to be matched, that never dissuades a FO from matching, even in a contentious negotiation. To be fair, that part of the statement was still accurate as Houston did match.
The fact that DMo is deciding to not report is a first.
