Boucher has been a popular name lately and the Toronto fans seem to prefer a pick so they can eventually get a player with multiple years of cost control. Another way to look at it is that they think that Boucher is worthy of a good contract as long as another team (not Toronto) signs him to it.
They have Siakam, Achiuwa and Barnes to take minutes at PF and that pushes Boucher to Center and he comes across as more of a backup rather than starter. His salary for 2021-22 is $7,020,000 which is somewhat on the high end of the scale for a backup Center.
Since they drafted Barnes in high lottery and had the deal for Lowry and Precious simmering, the Raptors already knew on draft night that they would be overloaded at PF especially after Siakam comes back in early - mid November. Either they didn't try very hard to move Boucher for a 2021 first or the market wasn't there to support what some considered to be his value.
