Most likely it is either fully non-guaranteed or partially guaranteed. I haven't seen the official details yet, so that is why I list him as guaranteed. I'll update once I know the details.

^^^ I want to think that I read it was fully unguaranteed. Plus, given Phoenix's treasure chest of point guards and low demand for Jackson, I would say that there is likely no way they would sacrifice a roster spot in such a silly way.
