The same person who said Jazz made a promise to Bailey also claimed that Jazz had a secret, private workout with him. Not sure if the league can punish that.

I think he is still a kid who wanted to be close to home. Feel a bit bad for him in that regard, but he will have a huge green light in Utah.

That's interesting. I do not think there is any requirement for workouts to be public.
