If Rockets strike out on Dwight/CP3, we will put in a very competitive amnesty bid.

An oft-injured, moody, 32 (33 by next season) year old PF coming off career lows, making over $19 million next year.
Get in line folks!

He has a 15% trade kicker which pushes his salary up to about $22 million, too. Tough fit at that price.
Though the targets you laid out are mostly within reason for value and plausibility, I don't know if the under the cap teams fill their space with just him as a singular addition; they'd probably rather bring in 2 or 3 guys in free agency for that money. Teams like Atlanta and Dallas would almost have to run with Skeleton crews if they just absorbed Pau straight up.
Someone with a really-big-but-not-pau-big expiring is probably more likely as they could field a more competitive team that way. Staying under the tax might well be problematic, so Brooklyn seems a good bet as they don't care.

His trade kicker can't exceed 19.8

Andre Miller + Javale McGee.

Dont really see the Jazz adding a pick to take on that salary but I could see them take Gasol on. Maybe Gasol for nothing or maybe Marvin Williams who has 1 year at like 7.5 left. Could even see the Jazz take Gasol and Nash if the Lakers want to get a clean start. Just dont see the Jazz giving first round picks to get either of them.

Why not just amnesty him if all you want is cap space? Because I doubt any team is going to give you a first round pick for bailing you out of 20 million dollars.

And move McGee to a team with space and a need for a young defensive athletic C. Orlando? Cleveland? Charlotte? Dallas?

SA will gladly put a nice bid if LA amnesty him. He is still a great player in my opinion.

No. Stop with the Deng for Gasol idea. Its not happening. No way the Bulls are going to have Boozer coming off the bench with Gibson for a combined 23 million dollars of back ups.

Assuming the Rockets let Garcia go and are not sold on any other potential candidate to commit long term
Gasol + 2014 Lakers pick lottery protected
for
Thomas Robinson + Aaron Brooks (expiring) + Royce White (basically expiring)
Is that enough or should the Rockets include some more salary?

The Lakers can't trade their 2014 pick, as Phoenix already owns their 2015 pick and you can't trade picks for consecutive seasons.

David Lee and Andris Biedrins.
Lee is solid and would fit well next to Dwight (if they could co-exist after their little skirmish) and Beans is an expiring contract.
Gasol gives GS a better player in the post and expires next year, giving them crazy cap room.
