Blazers/76ers - CJ for Tobi
Proposal: 76ers and Blazers swap Tobias Harris for CJ McCollum.
76ers get a scoring guard who can create his own shot and hit free throws late in the game. CJ + Embiid two-man game would be deadly. Downside for the 76ers is that they now have Curry, Milton, and Maxey who have similar styles/builds to CJ. They'd probably need to move one of them for a reserve at the 3/4.
Blazers get a 3/4 who can generate some offense, hit 3s, and hold-up on defense. Rebalances the roster for an assumed starting backcourt of Dame + Powell. Downside for Blazers is that they go further into the tax next year and their backcourt is suddenly thin.
My impression is that last offseason, the 76ers would have made this trade, but the Blazers would have turned it down. Now I think it's probably the opposite -- Harris has more value and the 76ers say no. Curious to see whether the board agrees.
Also curious to see how the playoffs affect their relative value and the perception of team need. 76ers are unlikely to make a move if they win (or fall just short). But if the offense clogs in the playoffs again and they lose in the 2nd round to Miami, Boston, or Milwaukee, then I think this swap makes sense.

How much of an upgrade is CJ over Curry, he's clearly a better player, but is the difference worth creating a gaping whole at the 4?

I think that's a pretty fair reading on the situation.
I would have done it at the ending of last season, but it would have mostly been to save a few dollars on the CAP for the 76ers. Now that they have Curry and Milton, for a combined 10 million for the next 2 years, I don't really think it's absolutely necessary to get out of Harris' contract. I also think Tobias Harris may have jumped CJ this year, and is the superior player overall. Plus he's younger.
I think Portland would probably do the deal, but it's a tough call. Lillard isn't a pure PG and Norman Powell isn't a distributor at all, so Portland may value CJ's ability for Ball handling, at the SG position, a little more than most teams would.

Its around $15.3 Million over three years...
CJ should be fine over the length of his 3 year extension but likely Portland would prefer not taking on more
salary given they will be in the tax

I think Portland missed the boat on this. PHI is playing too well to move Tobias for CJ, but then again in the PO's if they flame out early they could look at CJ as the closing guard they lack.
I would do it for Portland. Wouldnt do the amended version with Milton and RoCo involved. If thats the gulf, I find another avenue for PDX.

I think its a fair and sensible deal for both teams, and has been for the last 2 years.
Obviously, the willingness for each to team to move their guy would have to coincide, but if the Sixers flame out due to a lack of scoring off the dribble and the Blazers just can't hang defensively due to their size, maybe it happens.

There is nothing inherently wrong with CJ and he should be fine for the life of his three year extension.
The problem from Portland's end is the fit with Dame for the fit is similar to how Monta Ellis fit with
Steph. Nothing wrong with Ellis or CJ but a player like Steph/Dame needs a complimentary back court
