I could see MIA trying to make a move, but I don’t think they’d have to pay to move Precious or Okpala.
PHI with Morey will also always be in the mix, but they don’t really have any bad contracts. So they’d have to pay a SRP maybe?
Not many teams that will be needing to clear cap space.

It’s possible Indy would pay something to move Lamb into cap space to clear room under the tax to try and re-sign both McConnell/McDermott (we have tax space to re-sign only one, in all likelihood), or to keep one and use the MLE otherwise. But I KNOW they wouldn’t pay a 1st, and they likely wouldn’t pay more than maybe the 2 late 2nds we have this year.

It will become apparent when some free agent pick a team. NO, Minny (Bledsoe $18.1, Rubio $17.8) and a few others may pay to get a TE for a good free agent or trade target. NO can make a $31 mil offer (after QO to Ball and Hart). Miiny is way over cap so limited to what they can send out. Rubio TE - or othres in a package. The trick is for a team to have cap space and take them in for picks. OKC or Houston jump to mind as having space and taking picks to take them.
NO or Minny get - Collins/Hield/THarris/GHill/DGreen/Rozier/etc.
Hou/OKC gets Bledsoe/Rubio and a pick.
Third team get picks and TE.

I could see the Blazers including cash considerations/future 2nd to dump Derrick Jones Jr.'s contract next season if he opts in. I doubt they can retain Powell otherwise.

Warriors would probably be willing to offer something to have a Sign & Trade opportunity with Oubre this summer for a TPE.
