1. What will be Kelly Oubre’s 2021-22 annual salary?

Still young enough that I could see him going to a tank team with a ton of capspace (Orlando, Houston); give him a short deal and plenty of audition time, and hope to pump his value for a flip.
I can see him being worth a gamble in New Orleans, too. A defender who can play 2/3/smallball 4 would be a useful piece there, though he wouldn't see (a) as much money or (b) any chance at starting, so perhaps not so appealing.

Without GS participating in either resigning him to a bloated deal to retain the the salary slot or paying a team to over pay him more than he could get on the open market to make the money work in a SNT for a player they want then I could see 15m-20 with team options on 2 and 3.
Otherwise MLE to 13m would be my guess.

A complicated but I believe possible Oubre and Wiseman for Boucher and Lowry sign and trade seems like it would be interesting for the Raptors. Picks could go either way depending on leverage with Lowry stuff, possibly the Raptors 7th pick for the Warriors 12th since Wiseman was a terrible fit on the Warriors and will need time Curry doesn't have to wait to hit his potential, but he was individually not unproductive and still probably projects as a 17-10 kind of center type.
GS: Lowry-Curry-Poole-Klay-Wiggins-Toscano-Draymond-Boucher-MLE big body center rotation to compete with next year along with the pick from Minnesota to use on a frontcourt player, and their own this year on a guy like Franz Wagner to develop as their SF of the future.
Toronto: Wiseman backs up Birch next year, Oubre is a better player than Yuta/Stanley as the OG/Siakam backup and Boucher will be a free agent after next year we probably don't want to pay up for. Raps can draft a wing or guard with their pick, hopefully moving up in the lotto to get Green or Suggs but more likely we stay at 7 or fall to 8 and take a wing and develop them so in 2-3 years a lineup like Wiseman-Siakam-OG-Moody-VanVleet is ready to really compete with Trent, Harris and Flynn providing the backcourt bench minutes and it's easy enough to find a 5 for the MLE to compete with Wiseman.

I mean it’s lower standards .. But I’d hope Dallas pays him before they pay Josh Richardson. Even with Richardson’s improved play.
But again it’s low on a low bar.

That isn't the right question in this situation.
Lowry doesn't have a contract, so a
Sign & Trade will be required and there is a ceiling/limit caled the
Hard Cap (Apron) on the team salary for teams eligible to
acquire a player via a
Sign & Trade. If a team acquires a player via a
Sign & Trade, they are forbidden to go above the
Hard Cap for the rest of the season.
Next season, the Apron (
Hard Cap) is expected to be in the area of $143 million with the actual number determined and announced when the salary cap and luxury tax line are determined and announced.
The Golden State team salary is well...........
Large and they don't have an easy path to acquire a player via a
Sign & Trade and remain below the
Hard Cap .

Resistance answered the question well just above this one. GS is already above the apron, which would be a “hard salary cap” that they cannot cross under any circumstance if they receive a player via Sign and Trade, used more than the taxpayer MLE, or used the BAE.
GS is already almost $22m over that hard cap line. So, if they were to receive Lowry via a S&T, they would ALSO have to cut more than $22m in the course of that same trade. And that’s without including any salary for Oubre. So, the deal you suggested, if Lowry signs for even as little as $15m in year 1 with max raises, by trading Wiseman/Oubre, for Boucher/Lowry, they’re adding another $13m or so, meaning GS would have to ALSO send out another $35m from their books for next year as part of that deal. They’d have to send out Wiggins and Looney and get nothing back in this same deal in one fell swoop.

I don't. Not because I think Richardson would be more valuable to Dallas. I could hear an argument for Oubre. But if Dallas is signing one of Oubre or Richardson that means they didn't sign a top free agent so they should definitely bring back Tim and if you are bringing back Tim you should operate over the cap which means bringing back Richardson might as well happen too.
Signing Oubre means tapping into cap space and costing yourself Timmy most likely.
I guess Dallas could S&T Richardson elsewhere and bring back Oubre with the matching, but could Dallas pay Oubre, Timmy, and Brunson and stay under the hard cap? IDK feels like that would be tight maybe.

They both suck but at least Richardson can defend some, oubre isn't good at anything, he might get mle, i wouldn't give him more than 4.5

Yeah. They can do a lot to improve the team, including sending a player out via S&T, but they absolutely cannot receive a player via S&T without completely dumping a major player or two for nothing. That one avenue of “improvement” just isn’t available. Same for spending more than the taxpayer MLE.

On GSW Oubre is only a hair more effective than Bazemore. But I think GSW accentuates his weaknesses. Meaning, we highly value decision making and passing and he's... really bad at those things. I'm thinking he'd be effective on one of those Harden Rockets teams or maybe as a PF for Minnesota or some other team that needs a PF. I have a hard time seeing him getting more than MLE.
I'd be willing (but not excited) to bring him back to GSW for 2 reasons:
1. Its not my money.
2. He's probably better than the alternatives we'll have this summer in FA.
We overpay if we pay him more than about $10M. Frankly I think he's more like a $6-8M player (or so).

Honestly, if you can bring him back for less than $12m, it seems like you might want to, if the owners are ok with infinite tax money. You can’t use the non-taxpayer MLE (just the smaller taxpayer MLE), BAE, or receive a player via S&T, but you could sign Oubre to deal later as salary matching, and if he’s paid between $8-12m (ideally only the current year guaranteed), then he’s a good sized salary matching tool you could use via trade midseason.

But if you can replace him with a better fit via draft pick or vet minimum, you should also do that.
