Seattle Supersonics 2021 Expansion draft - GMs sign up/protection lists

I think last time there was an NHL expansion draft we did a fake NBA one for fun and since they're doing one for the Kraken, we might as well do a 2021 version

The rules if I didn't miss any:

- 30 GMs sign up for a team and protect 8 players

- A maximum of 8 players who are under contract for 21-22 season or are RFAs this summer can be protected. When a team has 8 eligible or less players, they must leave at least one unprotected. If an RFA is picked by the Sonics, they immediately become a UFA. UFAs and two way contracts can't be picked.

- The Sonics must take a minimum of 14 players overall and a maximum of 1 from each team

- The draft takes place before the 2021 NBA draft therefore no picks from it can be taken yet. The Sonics have been assigned the 4th pick in the 2021 draft.

- The Sonics will have a salary cap of 70% the league average the first year and 80% the second year, but they do not have to regard the salary cap in their draft. This gives them a salary cap of 78.7 million in 2022 and projected 92.6 in 2023, with luxury tax of 95.6 million in 2022 and projected 112.6 in 2023. They have the right to waive any player before the season starts and not have it count towards the cap (although they would be responsible for the real money owed).

When the protection list is complete we will vote on the minimum 14 players or RFAs selected by the Sonics. We will also draft their 2nd pick and pick a few free agents to go there.

Hell yes, I was actually about to start one of these this week, so I'm super glad someone else thought to do it! There is a set of rules in the CBA for this, I'll pull it up and post them here.

NBA CBA Expansion Provision (pp. 470):

Section 1. Expansion.
The NBA may determine during the term of this Agreement to expand
the number of Teams and to have existing Teams make available for
assignment to any such Expansion Teams the Player Contracts of a certain
number of Veterans under substantially the same terms and in substantially
the same manner that Player Contracts were made available to the
Charlotte expansion Team pursuant to the 1999 NBA/NBPA Collective
Bargaining Agreement; provided, however, that any change shall be subject
to the approval of the Players Association, which shall not be unreasonably
withheld.


Bobcats Expansion Rules

SUMMARY OF EXPANSION DRAFT RULES

A. Player Selection

The Charlotte Bobcats Expansion Draft will take place on June 22 (if the NBA Finals extend to seven games, it will be June 23), prior to the 2004 NBA Draft on June 24.
The Bobcats will select a minimum of 14 players who are under contract or restricted free agents for the 2004-05 season.
The Bobcats may select no more than one player from each team.
The Bobcats can only select players that are left unprotected by an NBA team.
Each of the 29 NBA teams may protect a maximum of eight players on its roster who are under contract or are restricted free agents at the conclusion of the 2003-04 season.
Each of the 29 NBA teams will designate the players on its roster who are eligible for selection by the Bobcats.
Each of the 29 NBA teams must designate at least one player on its roster to be eligible for selection by the Bobcats, even if the team does not have eight players under contract or as restricted free agents for the 2004-05 season.
Any player under contract selected by the Bobcats will immediately be placed on the Bobcats roster.
Any eligible restricted free agent selected by the Bobcats shall immediately become an unrestricted free agent.
Unrestricted free agents are not eligible to be protected nor are they eligible to be selected by the Bobcats.
B. Pre-Expansion Draft Trades

Teams will be permitted to enter into pre-Expansion Draft trades involving players or draft picks in which Charlotte agrees to select or not select certain unprotected players in return.
C. Salary Cap

Charlotte will be permitted to select players in the Expansion Draft without regard to the Salary Cap.
Charlotte will have a Salary Cap in its first season equal to 66% of the Salary Cap applicable to the rest of the league and a Salary Cap in its second season equal to 75% of the Salary Cap applicable to the rest of the league.
Charlotte will be permitted to sign any restricted free agent it selects in the Expansion Draft using the same “Bird,” “Early Bird” or “Non-Bird” Exception that the player’s prior team would have had.
Compensation paid to a selected player under a contract protected for lack of skill will be excluded from Charlotte’s Team Salary if the player’s contract is terminated (via the waiver procedure) prior to the start of the 2004-05 season.
A team with a Team Salary above the Salary Cap will receive a Trade Exception to replace a player (other than a restricted free agent) selected from its unprotected list.
D. Post-Expansion Draft Transactions

A team will not be permitted to reacquire a player that it loses in the Expansion Draft prior to the expiration of one year from the date of the Expansion Draft, unless the player is waived and not claimed by any other team.

Also, re: draft, Charlotte was given the 4th pick and traded up. The Bobcats were ASSIGNED the 4th pick in the first and second rounds of the draft, I assume it would be no different this time around? See the wikipedia page for the lottery, news story for trade.

Also, I'd be down to take the Jazz, but someone else is free to take them, too, if they want to participate : ) I really like your method of doing a consensus expansion draft, we did not do that when we ran it last year.

But yeah, sign me up. I'll take whatever team no one wants since I am teamless and I'm sure fans will want their team.

I feel regular T&T board is a better fit traffic wise and this is more of a collaborative project than a game with people competing against each other like that board's.

*I went with Rubio. 17.8M expiring, fan and Edwards fav, only contract filler Wolves have in potential trade. Plus he almost undoubtedly gets picked by Sonics in draft as great vet PG on expansion team — rest of Wolves available are MEH. But I could be talked out of it for Culver, Vanderbilt or even Nowell.

Really comes down to Paul Reed (G league mvp, and fan favorite everywhere), or George Hill (Sixers means of matching salary in a trade, just traded multiple 2nds for him; but option might not even be picked up.)

I think the actual Sixers would do George Hill, but if a few people complain enough I can switch it to bball Paul.

I think it would be very Morey-esque actually to have it be Paul, and offer a 2nd rounder to Seattle to not select George Hill.

So, *if* we are going off past rules:
Teams will be permitted to enter into pre-Expansion Draft trades involving players or draft picks in which Charlotte agrees to select or not select certain unprotected players in return.

Then I could see the protect Reed and offer a 2nd to keep Hill. And I think that will morph into a trade Hill and a 1st for someone picked off another team.
