According Spotrac his salary for next season is half-guaranteed for $15m. Team option for 2024/25. Does this make him a quasi-expiring deal for the Suns to use before the deadline?

I don't think it does. It's still a large amount gtd and I imagine he will be back at some point.

Find a team that wants to get rid of future salary and is willing to give CP3 a Golden Handshake of $15.8 million. Then he can sign next season with the Lakers or similar for the Vet Minimum.
Denotes the Bulls current standing in terms of the luxury tax threshold. Teams that spend over the threshold pay fines (estimated below).
TYPE...........................................TOTALS 2022 NBA Luxury Tax Threshold....$150,267,000 Total Taxable Salaries................$148,557,260 ___________________________________________ Current Luxury Tax Space...............$1,709,740
2022-23 Contract details by year 33 $27,300,000 2023-24 Contract details by year 34 $28,600,000
Spotrac shows Chicago being $1.7 million below the Luxury Tax Threshold/Line with the difference between CP3 ($28,400,000) and DDR ($27,300,000) being $1.1 million.
Chicago In: CP3, Phoenix 2023 First [Lottery protected else (2) Second Round picks] Out: DDR
Phoenix In: DDR Out: CP3, Phoenix 2023 First [Lottery protected else (2) Second Round picks]
The above is

I don’t think that’s enough for Chicago but throw in Caruso for the Suns 25’ pick in there.

I was aiming more to demonstrate the numbers rather than suggest an actual proposal. I had recently been digging around in the Chicago salaries/contracts, so I knew that DDR would work for getting to the needed match/requirement for a CP3 trade.
Since you seem interested in continuing this discussion...
Wiggle Room......$1,700,000 From Above.......$1,310,000 __________________________ ........................$390,000
Provided the numbers from Spotrac are correct and I did the calculations right, Chicago won't be a Luxury Tax payer. Shamet ($9,500,000) might work in place of Saric, but he is owed future money and Chicago might not want that. It might depend on what pick compensation is being included.
I got the salaries to work and didn't go into the pick compenation part.
Chicago In: CP3, Saric Out: DDR, Caruso
Phoenix In: DDR, Caruso Out: CP3, Saric

Having a $15M dead weight salary on your books is a significant negative. For a team looking to shed salary it's a lot worse than an EC.
Baring a major injury I'd expect Paul to be playing next season under this contract, as paying Paul $30M to play as much as he can for you will be better than having a big dead weight salary.

Better or worse depends on the alternative, right? If the Suns trade for a guy making $30M this year and next, then the other team saves $15M next year. And of course dead money is always unsightly, but depending on what your payroll is that $15M savings could mean another tier of cap space, wiggle room under the tax, or avoiding the tax altogether.

It's far worse than an EC that goes completely away. IMO it't not really any better than a significantly overpaid guy making $30M because then there's a player attached. Which is why I expect Paul to be playing under the contract next season and not waived - dead money really sucks. The fully non-guaranteed 3rd year means that it will act like an EC in 2023-24.
