Cleveland fans seem to prefer Wade to Niang in that role so they swap Niang for a guy who is better defensively and can play with either big.
Dallas goes for a more consistent, less hesitant shooter for the bench and asks Washington to be the small ball 5 but mostly leans on their other 2 centers. Also cuts payroll a little.

The salary delta here will likely put the Cavs in the tax a year before the have to, and while that's something they may do for the right player, I can't see an often-injured Maxi as that guy.

If it doesn't otherwise affect the Cavs' tax situation, yes. But this is definitely an August transaction after the rest of the roster is more settled.

That might be the problem, Dallas would really love to nickel dime their way down to getting enough money open for DJJ

I think it's more likely that the Cavs are definitely in the tax or enough below it when the smoke clears, depending on Okoro and any other major off-season trades.
Also depends on the final cap number, which might not come in very high given how quickly the Celtics disposed of their opponents.

For three seasons in a row now we've been left without a backup PG or center for huge swaths of the season due to injury, or in TT's case, a PED suspension. Wade can't make it through a season without missing at least a third of the games. That's before you get to our starters.
As much as I'd love to personally drive Niang to Dallas, Maxi has missed a ton of games over the last 4 years.

This feels a lot more likely if Cleveland were to move Allen for a wing.
