Value check: 2nd rounder in the #31-35 range
As there are every year, some projected first round talents have slipped into the second round, and some typically high-value seconds are still available. So the question is: How do Toronto, Utah, Milwaukee, Portland, and San Antonio value their picks at the top of the 2nd round? Are any of those teams likely to trade their 2nd to the highest bidder, or are they more likely to take a prospect themselves?
I've got Filipowski, Furphy, Tyler Smith, and Tyler Kolek as the higher-value prospects still left on the board, with Klintman, Christie, Bona, and McCullar in the next tier of likely-to-contribute prospects.
So-- what would it cost to trade into the top 35? Future 2nds? Cash? Or are the teams picking there more than happy to draft the first round leftovers themselves?

Which teams (if any) in the 31-45 range don’t have roster spots for their pick?

I mean the honest answer is that it all depends on how these teams view the prospects left on the board.
If I were Milwaukee, for example, I'd be pretty thrilled with any of Filipowski/Furphy/Kolek and unlikely to make a trade unless it was too good to pass up.

I think we're seeing that 2nd rounders are becoming increasingly value to apron constrained teams. Trade downs so far this year seem relatively cheap when compared to historical norms, but I think that changes soon. Teams that have no real mechanism to add salary will be looking to acquire cheap players by getting into the early parts of this round.

Add to that that first round picks that teams are willing to deal are becoming an increasingly rare commodity, and seconds take on an ever increasing importance to cap-strapped teams.

Portland has two picks in the top 10 picks in the second round and could use an offensive
minded player up front and a defensive minded guard.
Drafting a Filipowski would be an embarrassment of riches for he's likely going to play
10 years in the league as a Kelly Olynyk clone.

I don't think there's any chance the Bucks trade their pick. They need it.
The rest of these teams will probably ask for a future first or a whole bunch of future seconds.

I’m not sure.. I think teams are getting deeper and deeper, roster spots going to be more and more difficult to manage finding spot for 60 new players each year

The Nets have 4 1sts and 1 very high 2nd next year. I believe it was mentioned during ESPN's draft coverage that OKC has 4 1sts as well, though some may be protected. I think San Antonio has multiple as well. There is going to be bidding wars to get into next year's draft given how many teams have multiple picks.

I don't think so. Teams are going to have a certain number of players cycle off of their rosters each year. They'll all have a certain contingent of players that they'll keep which I imagine rosters will typically be two Max level players and rotation guys. Second round players are some of the cheapest available without dipping into two-way slots, etc. Plus veteran-laden teams will usually want some youth in the pipe as well on the off chance something hits. Second rounders will become more valuable to those teams as a result.

Utah will have 2 (maybe 3, depending on their suckage) as well. This'll be fun.

Nobody is at a place where they can't create roster spots, but Portland, Memphis, Charlotte, and possibly Utah have full-ish rosters and not many free player development reps to hand out. All have non-guaranteed contracts or team options they can get out of.
