Completing the Cavs

Trade 1
To New Orleans
Jarrett Allen
Caris Levert
To Cleveland
Brandon Ingram
This would serve to both give them a wing scorer they need and to unlock Evan Mobley as a potential all star big man anchor
Allen adds to the defensive identity of the Pelicans. LeVert is a good stopgap
Trade 2:
To Utah
Isaac Okoro Sign and Trade
To Cleveland
John Collins
This gives Cleveland even more offense. Okoro wouldnt fit with Ingram. Utah gets another young piece
Mobley/Collins/Ingram/Mitchell/Garland
Trading Garland now would be tough as there just aren't that many destinations for him around the league. The better idea is to see what Kenny Atkinson can do to maxmize him enough to fit with Mitchell.

Trade 1 has been talked about a lot.
For Trade 2, what's Utah's motivation, and why wouldn't Okoro fit with Ingram?

Some variation of Ingram for Allen + filler has been done 100 times and the Cavs just have zero interest in handing him $200M over 4 years.
Collins doesn't have positive trade value. The Jazz don't want to pay to dump him. If they want Okoro, they can just tender an offer the Cavs won't match.
This is Mobley's last year on a rookie contract and it's a brave new world with the 2nd Apron. The Cavs aren't going to put themselves in tax purgatory for Ingram and Collins.

Anything north of $15 million a season, but I also feel like I could be very wrong in either direction.

North of the MLE, but he's running out of teams who have the cap space to offer it absent a S&T. I think the situation with Lauri is the domino that needs to fall. Lauri's either traded or he gets his contract renegotiated with the existing cap space.

Would have to send Lavert and Niang to Utah for Collins then Okoro, Jerome, and Allen to Pelicans for Ingram for salary purposes
Cavs: Allen, Lavert, Niang, Jerome, and Okoro
Cavs: Collins, Missi, and Ingram
Utah: Collins
Utah: Lavert and Niang
Pelicans: Ingram and Missi
Pelicans: Okoro, Jerome, and Allen

I'd consider LeVert + Niang for Collins, as I believe Collins is overpaid by approximately one Niang and I consider LeVert's expiring to be neutral. Collins should be able to play with either Mobley or Allen.
Would Utah do that? Possibly, if they want to free up some cap next year.

I don’t like the idea of giving away Allen. I prefer him as the center over Mobley.
I stay with the idea of Mobley to NOP for Jones and Murphy.
I love the idea of Garland/Mitchell/Murphy/Jones/Allen.

It hasn't happened because the Cavs would match that pretty quickly.

The Cavaliers aren’t expected to balk at matching an offer in the $12-13MM range, but anything higher than that would put them well over the luxury tax line and potentially even over the first tax apron, so it wouldn’t be a no-brainer.
So I wonder how high Pistons would have to go?

Are they going to dump salary to Utah to sign him? They killed their chance at making a bigger offer when they claimed Paul Reed off waivers.
I don't think the degree of being in the tax matters much to the Cavs, and the QO already puts them in the tax.
But the number where the Cavs definitely won't match is going to be in the range where dumping Niang and backfilling with a minimum salary doesn't get them out of the tax.
