Giannis for Garland + Allen: who says no?

I just saw on the wiretap that Cleveland might be open in considering trading Darius Garland and Jarrett Allen.
Let's say the Bucks finally decide to consider offers for Giannis as well.
One team talks to the other. The centerpiece of the deal are those 3 players.
Who says no first?
Can the Bucks get a better package in the open market for Giannis?
Can the Cavs get a better package in the open market for Garland and Allen, both together or not?

The Bucks say no. There is no package that isn't centered around Mobley.

I guess this is a good deal for Giannis on 2-year contract, but both sides could be hesitant to do it.

I don't see why Cleveland would hesitate:
Mitchell/Porter Jr.
Strus/Okoro
Hunter/Tyson
Giannis/Wade
Mobley
Depth could get interesting, but that starting 5 would be impressive.

Yeah I am guessing Cleveland offers Garland/Allen/2-3 future firsts, Bucks counter with Mitchell/Mobley/5 future firsts. Both teams laugh at each other and hang up.

Garland and Mobley are mega overrated by Cleveland fans
Garlands game doesn’t translate well to the playoffs and Mobley is NOT a franchise cornerstone. He’s a DPOY guy who has a couple moves from the dunkers spot
I would much rather go for Flagg or Amen than Mobley

What does this accomplish for the Bucks? They wouldn’t even be a playoff team and would have no picks for years.

I’m saying this deal is atrocious even if it was Mobley in place of Allen. To suggest Garland and Allen is a joke

Allen has been awful in the POs. He really disappears. Garland is a micro guard. Neither are needle movers for the bucks.

First, Cleveland can't simply do this deal. They need to aggregate salary to bring back Giannis, which means they have to be under the 2nd apron. They are currently over by ~$11m with roster spots to fill.
The 2nd apron requirement either means cutting a ton of salary while retaining one or both of Ty Jerome and Sam Merrill, or cutting $15m or so and letting those two players walk. Which means the Cavs effectively renounce Jerome/Merrill in any two-team deal. A third team is most likely required.
Second, as others have said, this is not enough for Giannis and won't be the best offer. Those two in Giannis's place doesn't have a path to being a contender, so it needs a better player coming back or significant draft capital.
It probably needs to be Mobley to start, and it's probably Mobley with Garland to a third team (i.e. the Pelicans for Milwaukee's draft capital back, plus neutral or positive value salary) or two of Allen/Hunter/Strus/Okoro, and probably not the last two.
Any move I consider viable would be a significant hit to Cleveland's depth.

Why do you say this? What did Allen do during the regular season this year that he failed to do during the playoffs? His stats were nearly identical.

Yeah, Mobley to Milwaukee with Garland to New Orleans in exchange for some of their picks back could work.

Is Giannis resigning in Cleveland?
Let's just say there's a reason he's linked to the Nets. It's because the other 4 glamour market teams are missing trade assets.
This trade doesn't work because Cleveland is dealing its unwanted pieces for a player that Milwaukee doesn't even need to trade. It's like worse value than the Luka trade for Milwaukee.
