The Heat are building a contender in the weakened East. Losing Ware hurts, but he's the only asset they're really worth parting with (Jazquez was out of the rotation), while keeping their future assets... this team should be a top 3 team, barring major injuries.
I think it's a very Heat-style team.

Suns reorganize, rejuvenate and have a more balanced team
They meet some of the premises that I think they are looking for, they save money, they get a center for the future and they get a better selection

Out:Smart/40

They're charging for Smart again and doing the right thing by sending him to a potential playoff team.

Not giving up Ware foor a 37 year old injury prone empty stats guy who's ruined every team he's been on since leaving Golden State.

Unlike BBallFreak, I have no issue including Ware if Miami gets to keep Wiggins, but I don't think Miami should give up #20 in this deal. That's nitpicking, though.

Edit: One thing I didn't realize is that Royce O'Neal is signed through 27/28 (as is Grayson Allen). I'm not sure Miami would be interested in taking on O'Neal since he's on such a long deal.

The Wizards portion of this trade seems pretty reasonable. I would do it from the Wizards' perspective.
