What items should be offered to an expansion team if the goal was playin after 3 seasons?

I thought this would be fun pretending you are the commissioner.
Give them a chance to be competitive in due time.
After top three pick? Protected player draft?

There will obviously be a player draft unless you think an expansion team needs to fill its roster with free agents.

The real question should be “who wins a playoff series first? A currently non existent expansion team or the Charlotte Hornets?”

1) A player draft. Likely Top 8-9 protected players per team.
2) A locked-in draft position for each of their first 3 drafts. This ensures the team isn't just tanking and is playing to be as competitive and win as much as possible. What slots would the team be locked into? That's the difficult part of the equation.
3) Starting trade exception(s) of set amounts. Again, teams with exceptions have an advantage. Provide a new team with 1 or 2 exceptions to use in the first year.

1. It's been 8 in the past, right?
2. Seems like the late 80's expansion fixed them just beyond the (much smaller) lottery in at least their first draft.
3. I like this idea most of all.
