It's FO decisions like passing on Luka that makes franchises bad. At least with Giannis nobody really knew, Luka had been a known quantity for a while and Phoenix had Igor Kokoskov who had coached him as the head coach the year before the draft, what's even better, Igor had little input to who Phoenix would draft.
“He’s an extremely talented player. He’s probably the most talented player I’ve ever coached being 25 years in this business,” Kokoskov said in an interview for the Phoenix Suns‘ “The Outlet” podcast. “He’s not the best player, but he’s the most talented one.

“A source told ESPN that Igor Kokoskov, the first-year Suns head coach who won the 2017 EuroBasket title with Slovenia, ‘loved’ Doncic but had minimal input on who Phoenix chose with the No. 1 overall pick,” MacMahon wrote.

Way too often ownership who just happened to have money to buy a franchise just seem to think they know more than people who have been in and around the game basketball all their lives.
