SF- Butler, Strus/Okpala
Butler is a sg playing at forward. Which is fine, most of the time. Okpala can’t play at all and Strus is limited.
PF- Tucker, Okpala
Tucker is 6-5, and is at his best guarding perimeter players. He is tough minded but will be wasted down low at all times. He can’t provide anything offensively. He can’t play big minutes. And again, Okpala can’t play a lick.
We have nothing there at forward. We have perimeter players masquerading as forwards and worthless projects.
Butler is a sg playing at forward. Which is fine, most of the time. Okpala can’t play at all and Strus is limited.

I understand that I am just wondering what rule takes precedence? If we hit the hard cap but don't have the minimum number of players on our team does that rule override the hard cap or vice versa.
I don't know if this has been answered yet, but neither takes precedence. You don't have to worry about running out of cap space to fill out the roster because there are rookie minimum salary placeholders on our cap for all those empty roster spots.

I would trade Okpala for a 2050 second rounder that never conveys at this point. The 800k between him and a undrafted rookie is not worth it.
