They should have raised the stakes of the in-season tournament. I think that's what the missing element is. Majority of players (and fans) don't care that the winner will receive an extra $500,000.

If they raised the stakes, for example to the winner of the tournament is guaranteed a playoff berth and will still receive their draft pick based off of their final regular season record, that would bring a lot more excitement and meaning to it. You'd have tanking teams and contenders trying to win. Tanking teams would go for it because they'd still get their draft pick at the end of the year and get the excitement of being playoff bound. Contenders would go for it because they may manage to secure a playoff berth by mid-season and get the opportunity to coast to the playoffs.

Imagine if they did something like Allows homecourt for the conference finals games, so winner of midseason tourney gets to also get homecourt in the Eastern or Western Finals, the NBA finals stays the same, buts its a big advantage for the team.
Or perhaps you automatically move move up 5 spots during draft day if outside the lottery. Say you have the 15th pick, now you have the 10th Pick. Which is best case. Good incentive for those teams that are constantly pushing playoff births with crap draft picks to round out the team, specially how good draft picks are this year.
