Could someone survive drowning?

Happens all the time. Someone gets lungfulls of water and stops breathing. If rescued quick enough you get the water out and do CPR (heavy emphasis on the Pulmonary part, less so on the Cardio part) and they can often be revived.
Cold enough water will allow someone who has been in water for many minutes to survive even after their heart stops. Children that have fallen through ice-covered lakes have been revived as much as 30 minutes after submersion.
So, yes, it is possible for someone to drown (lungs full of water) and be revived. It is also possible for someone to drown and have their heart stop and be revived as long as it is quick enough. Very cold water extends the time that you can be "down" without brain damage.
