Thats not how it works. They have 14.1 million in the first year to spend on a guy. If they decide to spend it that guy is a solid rotation piece. Kevin Love is the last guy on the roster.
The current construction of the Heat there is no free agent will get guaranteed mins. The Heat are not going to add a player to bench none of the draft picks. Any free agent looks at the roster and sees that.

If they decide to pay someone 50 something million over 4 seasons or so, that guy would get guaranteed minutes. Any FA is looking at the money offered. That will dictate minutes played. So yes if the heat are only looking to offer a minimum deal to someone it'll likely be Burks. Frankly no one actually knows what they want to do other than they want to trade Wiggins and Rozier.

Money is the only negotiation. They're not signing anyone to that MLE who won't play big minutes. For example if they brought back Duncan(god forbid) he would get minutes. IF they got Gary Trent Jr. he would play big minutes.

Barring some surprising masterstroke chess move ie Lebron for peanuts, or a Giannis Hail Mary, etc, Mia is missing the playoffs this season.

And it should be obvious that they have virtually no shot at making the postseason

Why is blowing it up not a viable option then?

They finished 8 games below .500 and made the playoffs. The East is not better than it was. They will believe making the playoffs is attainable. Give up the dream.
