So much is wrong here.
There is no such thing as a hardship exception. The NBA may allow a team, in case of hardship, to temporarily have a 16 man roster, but it's not an exception. The only kinds of "exceptions" are salary exceptions and these allow teams to sign players outside of cap space. All injured player exceptions must be petitioned before Jan 10, so that isn't right either though.
