Is riley talking too much?

First he's publicly said he will leave the team to go scout some players.
Now he says he's coming back for sure. But what really has me thinking is his last quote.
"A lot of times the plans that you make don't turn out the way you want them to turn out," Riley said of Miami's disappointing season. "And you just hope something good comes out of it. And something good is going to come out of this year. We have earned it."
Do any of you guys think this will affect us how we end up in the lottery? Is it really a "lottery?"
