i see people on here all the time saying "just package all our 2nds and move up". no one wants to do that crap.. that's not how it works. roster spots are limited.

I generally agree, except there is precedence (in past years) for a team in the back half of the first round wanting to swap back in to the second. If a team (like say OKC) has an owner that is adamant about not paying the luxury tax, they can avoid wasting a mandatory salary spot on an end of the first rounder who might not ever play their way in to a great rotation. A lot of stacked playoff teams would rather take a flyer on a second rounder (who has a non guaranteed salary slot) and wait to see what they got.
Unfortunately, with the salary cap going up a little more than expected this year, teams will have more cap room than they had planned for and this potentially devalues the value of the first pick in the second round.
Cap issues aside, I do agree with your premise that no one would want the #31 and #35 because they would rather have two shots at a good player than they would by just taking the guy on top of their board at #24.
