Basically only 6 times in the last 15 years has the 'traditional' PG been one of the 3 best players on the winning team.
Spurs (Parker) - 4
Pistons (Billups) - 1
Mavs (Kidd) - 1

So although a traditional PG can be a contributing player he doesn't have to be the best player, and usually isn't.
