The toll road was built by a joint venture of 2 Greek construction companies. That CEO.
They collect the toll revenue as payment and they have the operation and maintenance of the road, so they have some cameras and maintenance cars that come and break your balls if you dare to pull over to the side for whatever reason. In theory they have the responsibility to clear car breakdowns, but in most cases the police and emergency services take over.
Remember, ploughing snow in Athens is like a once in a decade thing, they probably never clarified whose job it is exactly. And nobody was prepared for thousands of cars stuck in the snow overnight. Now they'll probably go out and buy some snow ploughs at double the normal price and by the time the next snowstorm comes they won't even remember where the keys are LOL
