It's even simpler than that tbh, he's just been good for any bench player overall towards the end of the bench. The question of "why wasn't he on a roster at the start of the season" that is being thrown around is simple, teams were wrong. Obviously there were reasons for why they thought the way they did but the reason why teams signed their Rodney Hoods and Semi's instead of Boogie and Wes is simple, they were wrong.
